PSLF Transfer to MOHELA

Federal Student Aid (FSA) began transitioning the Public Service Loan Forgiveness (PSLF) program, borrowers, and their loans in stages from FedLoan Servicing to MOHELA starting in early July 2022 and continuing through September 2022. We are hard at work transitioning PSLF to MOHELA. Thank you for your patience.

This loan transfer will not impact the existing terms, conditions, interest rates, loan discharge or forgiveness programs, or available repayment plans on the loans. It will also not impact your progress towards PSLF forgiveness. The Coronavirus (COVID-19) Forbearance payment pause and 0% interest rate will still remain active through December 31, 2022.

All PSLF borrowers whose loans have not been forgiven will be transferred to MOHELA. PSLF discharges for borrowers who meet all eligibility requirements will continue to occur during this transfer timeframe. PSLF borrowers whose loans are forgiven during this transfer timeframe will not be transferred.

What to Expect

Communications

PSLF borrowers can expect to receive three notices as their accounts are transferred including:

  1. An email from FSA in June with information and expectations about this transfer.
  2. Notice of transfer from FedLoan Servicing
  3. Welcome letter from MOHELA

Account Number

MOHELA will assign an account number to you which may or may not be the same as you had with FedLoan Servicing. The account number will be included in your welcome letter and will be available once you set up an account on mohela.com.

Online Access

Create a user ID and password to begin managing your student loan account on mohela.com. Once logged into your account, you can do the following:

  • Update your contact information
  • Make payments
  • Enroll in Auto Debit
  • Sign up for paperless correspondence delivery
  • Download the MOHELA app
  • Enroll in text and email notifications

IMPORTANT REMINDER: Ensure to update your contact information on mohela.com to receive important information regarding your account.

Making Payments

Begin using MOHELA's contact information to make payments immediately after receiving your welcome letter from MOHELA. MOHELA will notify you when payments are due.

If you made a payment directly to FedLoan Servicing that did not yet post to your loans before the transfer, these payments will be forwarded to MOHELA in 30 days. MOHELA will post the payment to your loans with the effective date that the payment was made to FedLoan Servicing.

Direct Debit (Auto Debit)

Please allow 3 to 4 business days from receipt of the welcome letter for all of your billing and Auto Debit information to be available on mohela.com and to manage your automatic payments.

If you are enrolled in automatic payments, the payment status will continue when the loan is transferred to MOHELA. If something changes, MOHELA will notify you.

Bank and Bill Paying Service

It's very important to change the contact information from FedLoan Servicing to MOHELA in your bank or bill paying service. You should immediately update the following information to MOHELA:

  • Updated name
  • Payment address
  • New MOHELA Account Number

By not making these updates, the bank or bill paying service will send your payments to the wrong servicer, and there will be a delay in your account being credited. The payment address should be updated to:

Department of Education MOHELA
P.O. Box 790233, St. Louis, MO 63179-0233
New MOHELA Account Number

PSLF Forms

If you have Direct Loans and work in public service but have not completed a PSLF form, you must submit your PSLF form to MOHELA for all periods of qualifying employment by the timeframes explained under What Happens When the Waiver Ends on October 31, 2022. The best way to complete a PSLF form and to check if your employer qualifies, is to access the FSA PSLF Help Tool. You may upload your PSLF form on mohela.com or mail/fax the form to MOHELA at the contact information listed below.

  • After submitting your PSLF form to MOHELA, it may take up to 14 days for your mohela.com account to note that the form was received.
  • Please allow at least 90 business days for your form to be processed.

If you have FFEL Program loans or Perkins Loans and work in public service but have not consolidated your loans into a Direct Consolidation Loan, you must apply to consolidate your loans into a Direct Consolidation Loan by October 31, 2022. You can’t receive credit for time in repayment if you don’t consolidate and submit your PSLF form by the timeframes explained under What Happens When the Waiver Ends on October 31, 2022.

If your PSLF form was approved by FedLoan Servicing, we will transfer your PSLF form information to MOHELA. Your demographic information will not be on file until the PSLF form is processed which is currently taking at least 90 business days. Please do not re-submit PSLF forms for approved periods of employment

If your loans are serviced by another federal loan servicer and your PSLF form has been approved, please continue to contact your servicer until you are notified that your loans have been transferred to MOHELA. Your demographic information will not be on file until the PSLF form is processed which is currently taking at least 90 business days. Please do not re-submit PSLF forms for approved periods of employment.

If MOHELA is your servicer and your PSLF form has been approved, MOHELA anticipates receiving updated payment counts from Federal Student Aid under the limited PSLF waiver and processing those payment counts beginning mid to late October. Therefore, your payment counts may not reflect the actual count until all the updates are complete. Specifically, new Consolidation loans may have their payment counts temporarily set to 0 while the payment count update is processing.

Please log in to mohela.com to manage your loans and check out your PSLF tracker information. If PSLF information has not yet been updated, please be assured MOHELA is diligently working to make these updates as they are received.

What Happens When the Waiver Ends on October 31, 2022?

On October 31, 2022, the limited PSLF waiver ends, and beginning November 1, 2022, we’re going back to the normal program requirements for both PSLF and Temporary Expanded Public Service Loan Forgiveness (TEPSLF).

Don’t panic! You don’t have to submit a PSLF form to MOHELA by October 31, 2022, if you have completed one of the actions below.

  1. Use the PSLF Help Tool by October 31, 2022, to generate a PSLF form that is eventually approved. ED will maintain a record if you complete all the steps of the PSLF Help Tool on or before October 31, 2022, but you must still print, sign, have your employers sign, and submit the PSLF form to MOHELA, the PSLF servicer.
  2. Use the PSLF Help Tool by October 31, 2022, and have a pending review of your employer’s eligibility and ED later determines your employer is eligible. If you use the PSLF Help Tool on or before October 31, 2022, and your employer’s status is listed as “likely ineligible/undetermined” or “ineligible,” but you believe your employer is eligible and you elect to proceed through the PSLF Help Tool, you will be able to complete all the steps of the tool and request a review of your employer. However, you will not be able to print your form for signature or submission while the review is pending. Once ED completes its review of your employer’s eligibility, you will be notified. ED will also maintain a record if you complete all the steps of the PSLF Help Tool on or before October 31, 2022, and a review is pending. You will receive the benefit of the limited PSLF waiver if ED later determines the employer is eligible.
  3. By submitting a manual PSLF form (not generated by the PSLF Help Tool) with your employer’s signature that must be dated on or before October 31, 2022, and this form must later be approved. When the limited PSLF waiver ends on October 31, 2022, we will process your manually submitted PSLF form using the date an authorized official from your employer signed your PSLF form. To receive benefits of the limited PSLF waiver, the employer’s signature, and date on your PSLF form must be on or before October 31, 2022, even if you submit your form at a later date.

If the date signed by your employer’s authorized official is on or after November 1, 2022, the normal program requirements for PSLF and TEPSLF apply.

Incomplete or Denied PSLF Form

If your PSLF form is incomplete or denied, FedLoan Servicing will reach out to you with the status of your PSLF form. Please submit the necessary information to MOHELA immediately to ensure your form can be processed.

If your PSLF form has been denied because you do not have eligible loans and need to consolidate to be eligible for the limited PSLF waiver, you must apply to consolidate your FFEL Program loans and Perkins Loans into a Direct Consolidation Loan by October 31, 2022. You can’t receive credit for time in repayment if don’t consolidate and submit your PSLF form on time. After applying for consolidation, you must then submit a PSLF form to MOHELA for all periods of qualifying employment by the timeframes explained under What Happens When the Waiver Ends on October 31, 2022.

Consolidation

If you consolidated your loans after May 1 to take advantage of the limited PSLF waiver and you have been notified that the consolidation process is complete, your new consolidated student loan is being serviced by MOHELA. As a first step, we recommend you create a user ID and password on mohela.com to access your account. If you submitted your PSLF form to FedLoan Servicing this information will transfer to MOHELA. If you have not completed a PSLF form, the best way to complete a PSLF form and to check if your employer qualifies, is to access the FSA PSLF Help Tool. You may upload your PSLF form on mohela.com or mail/fax the form to MOHELA at the contact information listed below.

MOHELA can only provide PSLF information (such as payment counts), after a PSLF form has been processed and payment periods have been assessed. MOHELA will communicate all updates. Please log in to your account at mohela.com to verify your contact information is accurate.

If you have consolidated your loans, but have not completed a PSLF form, you must submit your PSLF form to MOHELA for all periods of qualifying employment by the timeframes explained under What Happens When the Waiver Ends on October 31, 2022.
